August 22, 2007 – Dial-up Access Customers
The Judiciary will cease to provide dial-up/modem access to Circuit Court Miscellaneous Indexes and Liens and Judgments. This function has become unsupported and will be discontinued on a date yet to be determined. As a temporary alternative, for those with existing active Logon ids and passwords, the Judiciary has provided Internet access to the above sites. Please see the bottom of this page for instructions on accessing via the Internet. Continue to watch this space for further announcements.

June 12, 2006
Effective August 1, 2006, the Judiciary will no longer provide a telnet
session to the Montgomery County data center. In order to connect to
Montgomery County, customers need to create another dial up session
to 240-777-9523 or 240-777-9524. We recommend customers test this connection
prior to August 1 to avoid temporary loss of service.

May 24, 2006 - Public access customers:
Summary of July 1, 2006 changes. Recently enacted Maryland Rules shield
victim/witness information from remote electronic access and require
the following changes to our “dial up” services. These changes
will not affect criminal justice agencies using this service.
Dial Up Facts
- District Court Criminal and Baltimore City Circuit Court Criminal
will not be available via dial up.
- District Court and Circuit Court domestic violence cases will not
be available via dial up.
MDJCS Facts
- District Court Criminal and Baltimore City Circuit Court Criminal
detail case information, including events, charges, disposition, sentencing,
bail and related person (except victim/witness) will be available
in MDJCS (CaseSearch)
- District Court Criminal data will date back to 1991.
- District Court Criminal and Baltimore City Circuit Court Criminal
will be current as of 5pm the previous day. We recommend customers
verify data currency by reviewing message displayed on the ‘Case
Information’ screen.
- Summary information for District Court domestic violence cases will
be available in MDJCS. This includes defendant name, city, state,
plaintiff name and hearing information.
- With the exception of expert witnesses, no victim/witness information
will be displayed for District Court or Circuit Court criminal or
domestic violence cases. This information can be obtained at public
access devices available at the court house.
- We are working towards having the District Court and Baltimore
City Circuit Court criminal data on MDJCS close to real time by year
end.

May 8, 2006 - The revision to Maryland Rule
16-1008 affects what information may be made available through remote
access. The Judiciary requested feedback from dial up users regarding
the removal of criminal case data from that database as means to conform
the data to revised Rule 16-1008. The potential negative impact on dial
up users and court staff was significant. Consequently, detailed criminal
case information for Baltimore City Circuit Court and the Maryland District
Court will no longer be available through dial up access as of July
1. Instead, it will be conformed to Rule 16-1008 and will appear in
the Judiciary's Case Search (http://casesearch.courts.state.md.us) beginning
July 1, 2006. The criminal case data is current as of the date and time
indicated on the “Case Display” screen. No other changes
to dial up access or casesearch are anticipated until later this year.
Effective May 1, 2006 Option 7 Land/Plat Indexes will
provide access to the Grantor Grantee index only. Copies of the recorded
documents can be retrieved from http://www.mdlandrec.net/.
As the Maryland Judiciary continues to enhance MDJCS
(http://casesearch.courts.state.md.us/inquiry/inquiry-index.jsp)
the dial up will be phased out and access to Land Records will only
be available at the above URL.
04-03-2006 Criminal case information for Baltimore City
Circuit Court and the Maryland District Court will no longer be available
after July 1, 2006. The Judiciary successfully launched an Internet-based
case search database earlier this year, allowing users to search for
cases in both trial courts statewide with few exceptions. As you know,
the dial up database primarily consists of District Court records although
certain records from the circuit courts are available. We plan to remove
criminal case data (available only from the District Court and the Baltimore
City Circuit Court) from dial up access effective July 1, 2006 and will
encourage users to make use of the case search database, instead. For
the next 30 days, we invite your comments about the removal of this
data. Please send your written comments to Mary Hutchins at Mary.Hutchins@courts.state.md.us

09-27-2005 Improved Access to Maryland Public Land Records
To build one database of all land record images and indices, and in
partnership with the Maryland State Archives, JIS has transferred all
the images from the ELROI servers in the courthouses in Baltimore, Cecil,
Harford, Howard, Kent and Queen Anne's Counties to mdlandrec.net, the
new on-line land record retrieval system. Images from other counties
are also available, but not in their entirety. This means that you can
access and retrieve the same images by using mdlandrec, and the images
can be saved or printed from your home or office. Additional counties
will be added in the next couple of weeks. The Maryland State Archives
has a group of faxback users that you can ask to be part of –
just contact Sharon Smith at 410-260-6429 – or email her at sharons@mdsa.net.
More information will be provided as it becomes available. Thank
you for your support of this improved access to Maryland public records.
02-24-2005 Toll Free Number Available for Dialup (no longer available, see Case Search)
As you may recall, due to fiscal problems the Judiciary needed to suspend
its toll-free dial up service. Despite continuing budget problems,
the Judiciary recognizes the importance of public access to court information
and will reinstate this service effective immediately. The toll-free
number is 1-866-283-8603 (no longer available, see Case Search)
Fall 2004 (On or after October 1, 2004) - All Public
Access Customers
In order to comply with the Access to Court
Records Rule modifications are being made to the Court records available
to you by JIS.
- Names and addresses of individuals that request some or all of
their personal information to be shielded will indicate "Restricted"
in the data field where this information would normally reside.
- The event segment contains comment fields that are coded free form.
Free form fields are unrestricted and allow the clerk to enter any
information related to the case including personal information pertaining
to an individuals health. In order to protect this information,
ALL free form comments fields will be shielded from the public.
12-12-2003 Anne Arundel County Circuit Court Customers
Effective December 15, 2003, all Miscellaneous Liens for Anne Arundel
County will be indexed on the UCS system. All Miscellaneous Liens
will be converted from the CORTS system Lien Index to the UCS System Judgment
Index. From 12/15/2003 forward those wishing to see Miscellaneous
Liens for Anne Arundel County should do so through the UCS Inquiry System.
All liens, both current and historical will be available on UCS.
10-03-2003 District Court Customers
Effective November 2003 a new application selection will be introduced
on your Dial Up Services menu. This application, the District
Court Civil Citation System, will function identically to the
District Court Criminal system. Civil citations have always been
available to you from within the District Court Criminal database.
They were identified by CIT in the DOC: field. We have moved them
to their own menu to simplify case type identification for our public
users.
10-03-2003Anne Arundel County Circuit Court Customers
Anne Arundel County Circuit Court Civil cases have been migrated to
option 8, UCS Case Search. Civil cases inquired on the AS400 (option
10) may be viewed but no edits or new cases are available. You
must use option 8 to inquire current case information.
In Spring 2004 Anne Arundel County Circuit Court Criminal cases will
migrate to Option 8, UCS Case Search and become unavailable to the public
customer. At this time Option 10 Anne Arundel County will be removed
from your Dial Up Services window.
